Paisley Webster was born in District 8 to an unwed mother living with her father, Paisley's grandfather. Her grandfather, a talented beader and embroiderer, mostly raised her because her mother had to put in shifts at the factories producing Peacekeeper uniforms and textiles for the Capitol. Until her grandfather died when she was 15, Paisley never had to take out tesserae - but just barely. After his death, her options are "tesserae" or "extra factory shifts," and she decides to take the tesserae, hoping she will have more time to focus on her studies and learn an artisanal skill like her grandfather to better support her family.
Paisley is Reaped in the 69th Hunger Games, alongside Tartan ???. Their arena is an "urban jungle" and her life growing up in District 8 gives her skills and resourcefulness that the more traditionally trained tributes don't have, allowing her to survive by escaping from a building collapse.
